Appraisal reviews "ought to find out whether the appraisal or evaluation is relevant for the transaction, the risk of the transaction, and whether the manners by which the collateral valuation is attained ensures independence and quality," the Federal Reserve says. They "should also announce whether the appraisal or evaluation report matches the letter of engagement, which describes the capacity of the appraisal assignment." The Federal Reserve also states that "some banks augment periodic reviews with post-funding evaluations of appraisal quality for some of their high-risk or large-value dealings as a way to assist in detecting valuation dilemmas."
